my launchpad app disappeared from the dock and i can put it back on the dock

how do i recover and place my launchpad app on the dock?

In Finder use the "Go" menu in the menu bar to go to the Applications folder and drag the Launchpad app from that folder back to the Dock.

I cannot add or remove apps from the Dock - how do I enable this? I cannot remove apps or add them to my Dock. When I click on the app, they're in the options menu: Open at Login and Show in Finder.
