Thank you so much for hanging in here for me! I figured it out! Not even difficult. To the left of the website address, there's a little book - it's dark blue. I clicked on it - it went away, now book is white and the offending bar is gone!

I agree that tapping on the Bookmarks icon, they come up, and then tapping outside it closes them.
This is different. Somehow I pressed on something when the iPad slipped out of my hand and I recovered it. Now all the Safari windows look like this:
On my iPad, if I tap the bookmark icon in the upper left corner and it has all of my bookmarks listed, I can tap anywhere outside the list and it goes away.
the bookmarks list is on the left side of the screen. Is that the same for you?
I was trying out some things with my iPad. With the bookmarks out, there should be a back button in the bookmark list. press that and do it again until you see the rectangle with the two little squares in it. Pressing that should close the bookmarks.
The other two options are going to be A. quit Safari (not just going back to the home screen) and/or B. Restart the iPad
There's an option to switch between desktop and mobile versions of web pages, but that shouldn't affect the bookmarks showing up.
Click on "Bookmarks" in the menu and choose "Hide Bookmarks" (On a Mac)
On iPad, go to Settings and scroll down to Safari. Go into that and the options to turn off bookmarks is under general
I'm on an iPad. When I go to Safari in Settings, under GENERAL, there isn't anything about Bookmarks.
