how to connect pc to internet with iPhone 8 and USB cable

How to connect PC to internet with iPhone 8 and USB cable? Problem seems to be that I should be connected to iTunes so that PC will find my iPhone. But I cant login in to itunes without internet access and because I cant login to itunes I can’t establish internet connection with iPhone and USB cable ?

I tested this with another PC which I can connect to internet with Wi-Fi and that didn’t find iPhones internet connection when I wasn’t logged in to itunes. But after logging in PC found my iPhones internet connection.

What am I missing here?

I have read all those instruction, but those don’t provide any help to solving this problem. PC is desktop which doesn’t have Wi-Fi, so I need to use USB cable. But it seems that to get internet connection to work with USB I need to be logged in to iTunes which requires internet connection for logging in.

So basically I would need to know how to be able to login to iTunes without internet connection to get my PC to find iPhone through USB cable.

Or some other method how to get PC to find iPhone through USB cable without iTunes

The cable connection is ok, because PC can see iPhose as mass storage devise, iPhone just dont show up as ”Ethernet” connection on PC if I’m not logged in to iTunes
