Can not remove playlists under Device list

I am trying to remove EVERYTHING from iTunes on my PC. Literally everything. I try to delete the iTunes library file and it just comes back. As an example, when I plug my phone in, it shows up under the "Devices" column on the left of the screen. In this list it lists all of my old playlists. I try to manually delete these playlists but the only options are "Play", "Shuffle", "Play Next", "Play Later" and "Open in New Window". See the screenshot I provided. How do I remove these playlists listed under the Devices column? I have already removed everything from my phone, I simply want iTunes to be rid of EVERYTHING I've ever downloaded/played, etc.

On the iPhone use Settings > General > iPhone Storage > Music > Edit > Delete All Songs to clean up the library on the device, or simply restore it.
