Unable to Manually Manage Itunes

Using iTunes 12.9.5.5 and MacOS 10.14.6 and I am unable to add new playlists to my iPhone. The option for manually managing my library is gone.

I am aware of how to manually manage my iTunes or rather I used to be. I have all my iCloud management turned off and I have unchecked all the sync options.

I want to be able to drop music from my personal collection onto my iPhone and playlists I create. At the moment I cannot add any music to the iPhone or make any new playlists.

Not at my Mac running Mojave just now but I'll try to take a look later. In the meantime look at Sync your iPhone, iPad, or iPod using iTunes on your computer - Apple Support. Syncing with selected playlists may take a moment or two to set up but it gives you more control over what syncs to your device. The main selling point for manually management on older iPods was the ability to add content from multiple libraries, but that isn't allowed with iPhone.
