Storage/Memory in New Purchase

I’m looking to upgrade my computer. My previous laptop is a late 2011 MacBook Pro and had 500GB of storage, with about 400 GB of data taken up, and it all runs SUPER slow. I’m not sure how the migration feature works for transferring over all of my data- will all 400gb on my current laptop migrate over to my new one? If so, I’m not sure if I can get away with a 512gb new MacBook Air or if I should upgrade to the 1TB. Not sure if the stuff I move over will take up as much space on the new versions, or if the system information/storage that comes already on it will be much less. Not having purchased a computer in 10+ years I’m not sure how space-efficient they’re made now.

Additionally, if it will be mainly used for web surfing and running crafting software, do you think 8GB of memory is enough, or would it be smarter to upgrade to 16GB?

One thing to note, with a computer that old, you likely have a whole lot of apps that will be completely incompatible with the new Mac and its operating system and will either need to get upgraded versions or find alternatives.

The best thing may be to just get an external drive and transfer all your data to it (actually you should have an external drive as a backup anyway since not having one is an accident waiting to happen). Then, install the apps that are compatible fresh and then manually transfer data as needed. Also, I am sure not all that data is needed on a daily basis so can continue to reside on an external drive.
