How to restore iPad Pro?

Recently tried to update my iPad Pro air now I have a support.apple.com/ipass/restore on my black screen. I do not have a computer to plug it into what should I do please help I have tried everything thank you

You must get access to a computer with iTunes (Windows) or Finder (Mac). Without one, you won't be able to restore your iPad. If you don't have a computer, borrow a friends computer, or visit an Apple Store or Apple Authorized Seller.
