Said my phone had been restored and started looping apple logo again

iPhone 7, windows 10, everything updated, all firewalls and anti V off. I have tried 2 computers, both win 10, both running apple iTunes, not windows. I’m out of USB ports, and patients with tunes, my phone does not show up on finder. Says I’m all restored and updated, then loops that dang apple in my face. Question is how many times should I hit it with a 2 lb. hammer?
