Setting up recovery

When trying to add a trusted recovery person I get an error that the person must be using iMessage. The person IS using imessage

As per the support page Set up an account recovery contact - Apple Support - even if your trusted recovery person is using iMessage, they should have

"All of your devices must be running iOS 15, iPadOS 15, watchOS 8, or macOS Monterey or later. "
