My MBA M1 dropped down to 99% maximum capacity after I plugged into a dell docking station is this a coincidence? I have 17 cycle counts is it normal for it to drop this soon?

Nothing to worry about. Turn on battery optimization and let the circuitry do the worrying and maintaining.
ALL batteries degrade with time. ALL batteries are different. Yours is doing well at this point.
