When you order a laptop for delivery and someone is not there to sign, what happens next?

Undelivered but “delivered” A friend of mine pulled the trigger and join the Apple world. Ordered a laptop from Amazon and, according to them, it was signed for at delivery but she never received it. A dispute has been filed with her CC company but that won’t get her laptop. She is trying to find out if an unopened, brand new laptop can be “bricked” or tracked so whoever does have it cannot use it. Don’t know where to find the answers or what else can be done for resolution. Thanks.
