Rescue email option does not exist on website
Has anyone else noticed that they are unable to update the rescue email.?

If you have 2 Factor Authentication or 2 Step Verification enabled, that option doesn't exist. From the article below.
But if you don't use two-factor authentication or two-step verification (learn how to check what security method you use), you have the option to add a rescue email address to your account for more security.
