I can't change my payment method

I lived in Russia when it was disconnected from SWIFT and I stopped being able to pay for subscriptions. Since then, I have not been able to download anything from the App Store and update applications, every time I try to do this, the iPhone prompts me to update my payment information. I recently moved to Georgia, changed my phone number and tried to link this phone number as a payment method. But when trying to do this, I got an error, I just can't change the country in the corresponding menu bar for changing the payment method. I don't have any active subscriptions and the ones I had have ended a long time ago (I couldn't pay for them for several months). Help solve the problem, please.

You need a zero account balance and you need to cancel all your subscriptions. If you have cancelled all subscriptions, but some haven’t expired, contact iTunes Support. You need a valid credit card issued by a bank in the country the store is in and you need a billing address in that country. If you have an account balance, either buy something more expensive and pay the balance with a credit card or contact iTunes Support and ask them to zero balance your account.
