watch will not sync up to phone and vice versa

I had to restore my phone and my watch will now not sync up with my phone. My phone has all the updates on it. Watch is updated. I see my watch on my icloud account. Both were turned off and back on.

When I look on my watch I do not see my phone connected and vice versa. When I try to add device it states connected to another device.

Your phone thinks it's paired to another watch,

From a web browser,sign in to iCloud.com with your Apple ID.

Go to Find iPhone.

Click All Devices at the top of the screen.

Click your Apple Watch.

Click Erase [device]. Select Next until the device is erased.

Click Remove from Account.

Then;

Set up and pair Apple Watch
