I also have dots where It used to show bars in the top right corner of my iphone. I went to Settings/Cellular and noticed that I have two Cellular plans, a primary and secondary. When I turned one off i suddenly show bars. Only one of the plans let’s me make calls. I don’t understand any of this.
please advise.

I suggest that you contact your cellular carrier about that, checking your traffic plan(s).
