macos wants to make changes popping up at login

We do not have Skype installed, so Skype is not the problem. I researched the error and ended up deleting the entire contents of the /Library/Keychains folder for each student account (this group is not AD linked so individual accounts)

By granting the administrator Read/Write to the Users Library and Keychain folder and deleting all the files in the folder. The error has not returned.
