I can’t even download a app that is free without it coming up asking for a credit card information to pay

Hey I just wanted to know if you guys are able to cancle that purchase that keeps popping up on my Apple store because I don’t have money and I don’t know why you guys keep charging me I want to cancle it for I can stop getting charged
