Re: Logged into icloud. Opened icloud photos/shared on PC and loaded photo albums. What next?
The way I understand it, (I'm no expert) if you see the PC's albums / photos ok in iCloud Photos,
you may just need to turn on iCloud Photos on your iPhone to sync the Photos.

Says:
Go to Settings > [your name] > iCloud.
Tap Photos.
If you need to, tap to turn on iCloud Photos.

Open the Photos app.
Tap the Library tab to see your photos.
Tap the Albums tab to see My Albums, Shared Albums, People & Places, Media Types and Utilities

Tap the more button

If your photos have been downloaded as a ZIP archive,
find out how to uncompress the folder on your iPhone, iPad or iPod touch.
