If you have a Backup from before the phone was stolen, you can restore the backup to the new phone. See: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
If you had data synced with iCloud (e.g., Photos, Contacts, etc) before the phone was stolen, you can turn on the same synch options in the new iPhone and the data will sync with it. See: Set up and use iCloud Photos - Apple Support
