iOS/iPadOS does not provide automated backup directly to a USB drive. However, you can manually copy files to connected USB storage using the native Files App.
Some third-party App also provide automated file-backup to connected or Cloud storage. One App that provides comprehensive backup capability that comes readily to mimd is Stratopherix FileBrowser - Document Manager, or its “pro version” FileBrowser Professional:

You can share the files to your computer and move them to a flash drive from there.
You cannot backup your iPad to a USB Flash drive.
thanks! Have always used a windows laptop and copy info to a flash drive. Someone said I could do that from my ipad if I has IOS 13 which I do. Wasnt sure they were correct so thanks for clarifying
