Have you had a chance to quit the iCloud for Windows app on your PC? If not, we'd recommend trying that out first. You can also restart your PC after that to test it out.
If the issue continues, we'd like to understand more about what's happening. When you said 'Home Screen and side bar is not visible' are you referring to the app not showing the window at all on the screen? The more we understand the better we can assist.
