I was reading this thread and trying to follow along in regards to the Adjust Image tool being grayed out and not an option. I saw Linc's reply that you cannot adjust an image size in Preview if it is a PDF? So what are you supposed to use as an alternative? Another app?

But you are showing an image opened in Preview with animated size adjustment — not a PDF with an image within it as you stated.
FWIW, the file your showing starts as a .jpeg not a PDF. An image saved as a PDF will not resize.
If the PDF file is of a picture only and not of a document with a picture in it the resize feature works:

You should export the pdf as an image; jpg, png, etc., then adjust that.
