Most (all?) TVs will not take volume control signals from HDMI connected devices. Instead, the Siri Remote can send IR signals directly to the TV or external audio system. Apple TV tries to do so automatically, but it may need manual configuration if that does work automatically [1]. If the standard volume control signals from the Siri Remote are different from what the TV or audio system expects, then you can learn it a new device [2].

From there above article...

Program your remote for volume

If volume control doesn’t work automatically, you can manually program your Siri Remote or Apple TV Remote:

  1. On your Apple TV 4K or Apple TV HD, go to Settings > Remotes and Devices > Volume Control.
  2. Select Learn New Device.
  3. Follow the onscreen steps to program your Siri Remote or Apple TV Remote to control volume for your television or receiver.

Your Siri Remote or Apple TV Remote can control volume for either your television or your receiver, but can't control both simultaneously.
