icloud contact & phone number contact

A specific person on my Messages has two contacts. One being their icloud and the other being their phone number. However when i text the phone number, the messages go green even if we are both connected to wifi. I tried deleting the number and re adding it but nothing changes. This may be because the person came back from holiday and switched sim cards? How can i delete their icloud and just message their number like usual?
