My MacBook Air Monterey does not have the erase all settings feature

It is running on Intel, and in system preferences it is not there. I have tried the other ways to reset including holding the command and R keys and holding the command, options, P, and R keys. Holding those keys just makes a weird clicky noise and will open random applications. I am not sure what to do.


Please help.
