When I send wife a text from my iPhone she will see the message on her iPhone but not on her iPad. If she sends me a text I get it on both my iPhone AND my ipad. Why doesn’t she see the text on her iPad?

Assuming that both your wife’s iPad and iPhone signed-in to iCloud with the same AppleID - to send SMS/MMS messages from the iPad, your wife must explicitly enable Text Message Forwarding for her iPad from her iPhone...
On the iPhone:
Settings > Messages > Text Message Forwarding - set to ON - and explicitly enable your iPad from the list of devices.
Also ensure that Messages in iCloud has been enabled for both the iPhone and iPad:
Settings > [Your Name / AppleID] > Messages - set to ON
