Ever since I bought my iPhone pro 13 when I try to send them in to sell on Shutterstock they keep turning down my pictures because of poor quality why is that???

Look at the info pane of the photo in question - is it now full res?
Although if you used Safari on iCloud.com there is also a Downloads folder in Files app that you specified in Settings, Safari.
I really hate iCloud Photos and I use my Mac to manage storage and sync, so I have not done it for years, I just know where to find the help.
If you have iCloud Photos turned on in iCloud settings you will have to download the original hi-res copy from iCloud

Thank you now I hit download just one picture to see what to do next now where is that picture I don’t know how to find it after I downloaded it
Can’t I just shut off my photos in the cloud when I take pictures and then submit them and then turn the cloud back on???
