Update and touch

My iPhone 7 keeps saying I can’t install the new update and also my iPhone won’t respond to my touch on the upper part of my screen please help what do I do?

Updated to IOS 17.3.1 My iPhone 15 Pro updated to 17.3.1 this morning and now the phone doesn't recognize touch at all. I tried following the procedure for forcing reboot, but that doesn't work either. So now I am left with an expensive paperweight. Any ideas would be welcome.
