Cant Download previously downloaded apps but can new ones

So the phone will allow me to download any free app that I want so long as I have not previously downloaded it. If any app was downloaded previously and deleted off it requires a credit card now to reinstall it. However as long as its never been downloaded before it will work instantly and always has. I use to be able to delete and reinstall at will. This is become quite aggravating for me.

Now before you answer there are bills not paid and all that, I have already checked that and it is not the case, no subscriptions are present, and no payment method set. And the answer is not all apps require a card because I tried to clearly state that. I keep getting told that but it is simply not true.
