Stuck on zip code screen on iPhone quick start

I'm using "Quick Start" to set up my new iPhone 13. When I get to "Verify Your Identity" it asks for my zip code. I enter it using the onscreen numeric keypad. But then the onscreen numeric keypad covers up the "continue" button (I can see it glowing faintly blue under the keypad), and the keypad won't go away. The only thing I can do is power off the phone. Wash, rinse, repeat.

If I had been able to enter my zip code, then the Apple setup process would have notified AT&T that I was changing to a new phone. Since AT&T was never notified because the software was hung, they did not even know my new phone needed to be enabled. When I went to the AT&T store, the tech rep there circumvented the entire on-phone Apple/AT&T registration process by installing a new SIM card and registering my new phone with AT&T. I pay them every month for service and have been a customer for 30+ years, so he did this for free.

This is crazy. I have spent all last night and all this morning chatbotting with AT&T and Apple, now I'm waiting for an Apple support rep to contact me but they're an hour and a half late, I need to go into AT&T today -- all because of this ridiculous bug. WHY ARE YOU NOT TELLING PEOPLE THIS WHEN THEY PICK UP THE PHONE AT THE APPLE STORE? I have lost work time for this, this phone is now costing me that as well. This is just amazingly bad. I will go to AT&T and hopefully they can fix it.

Just got back from 2 AT&T stores, both tried and failed to fix it. Went to the Apple store, have to go back tomorrow for a "genius bar" appointment. Will they be able to solve it? Who knows? I've taken 8 hours vacation time to call around and drive around trying to solve this so this phone has gotten a lot more expensive. Used to love Apple but this is really, really frustrating me.

And never did get the 10am call-back from an Apple specialist I was assured in an email I would get. Crazy.
