My MacOS version is 12.5. I am looking for HP Laserjet P1108 driver. One which is available at HP website (5.1 dmg) states It works only for MacOS 12 or earlier.

If the 5.1 package from HP does not work, you could try the Apple package download HP 5.1.1 Printer Software Update (despite the system requirements). The download link contains 20211101, which could indicate a somewhat newer file. An HP LaserJet Professional P1100 version 6.9 driver is mentioned in the referenced article Printer and scanner drivers for Mac - Apple Support. However, there is absolutely no guarantee that this will change anything. Do not expect it to work/install at all. Look upon it as an experiment only. Make sure that you have backup copies of all important files (documents, photos, et cetera) before testing. Also, it may be a good idea to reset the printing system between tests.

Sometimes, a printer driver download may contain drivers that actually would be compatible with a newer operating system version, but remain inaccessible because of a package/installer that is prevented from opening/working under normal circumstances. If nothing else works, you could perhaps also check whether HP Easy Admin has a direct download link for this very printer model. It may or may not work.

You can try 3rd party drivers but sometimes you have to pay and my experience is the OEM supplied ones are just less hassle. Not all devices are being upgraded driver wise to work with Monterey. If that's the case, you either use a reduced capability printer, if that's even works, or you get a new printer.
I've found several instances of developers abandoning devices; they simply choose not to support Monterey.
