How best can I create MP4 files with Compressor or Final Cup Pro? I need output to be 25fps, 1920x1080i at 12Mb/s or higher and in mp4. Is there a simple setting for this?

Not a simple way really. Click the + button in the lower left and make a new setting. In format choose MPEG-4. In the inspector set the frame size, frame rate, and field order. What codec do you want? For H.264 web publishing is 15000 kbps, computer playback is 20000, or you can set a custom data rate.

Last time I tried this FCP > Sharing > Apple Devices > Format: Computer exported .mp4 (1920x1080 at 19.76 Mbit/s for .mp4 while the usual .m4v was 10.15 Mbit/s).
But since AFAIK .m4v and .mp4 are very similar (the former has an optional Digital Rights Management), usually just changing the suffix to .mp4 might do it if someone insists on .mp4.
