Apple ID in Unlisted Country (French Polynesia)

I recently moved from Australia to Tahiti, French Polynesia.

I have tried to change my address so I can add my local debit card in order to make purchases in the app store.

The problem is that French Polynesia is not a listed country so Im unable to update my payment details.

I have tried setting my country to France but the address doesn't correspond with that of my debit card.

I also tried adding my PayPal account but that doesn't work either.

Is there another way I can update my address and payment details?
