Yes, there are no screen time restrictions set.
This first area in my settings hasn’t been highlighted since I bought this new iPhone in February.
could I have done something wrong when transferring the data from my old iPhone?
Interesting- if you're sure Screen Time isn't enabled, you might want to try restarting your iPhone and/or updating to the latest update (if you haven't already).
Beyond that, you should probably follow the links provided by Eric Root to contact service.

Nothing happens. Since it is not highlighted, it is not accessible.
Have you checked Settings/Screen Time for any restrictions?
Correct. That entire section is faded out, not highlighted.
