Interesting- if you're sure Screen Time isn't enabled, you might want to try restarting your iPhone and/or updating to the latest update (if you haven't already).

Yes, there are no screen time restrictions set.
This first area in my settings hasn’t been highlighted since I bought this new iPhone in February.

Nothing happens. Since it is not highlighted, it is not accessible.

Correct. That entire section is faded out, not highlighted.
