OS Monterey Admin Can't Share Files

I'm trying to set up a home network between my laptop and my desktop. I'm the only user and the Admin for both machines. I've turned on File Sharing and can connect between the two computers, and access files from my laptop to the desktop, but I can't access files from the desktop to the laptop -- I get an error message saying I don't have permission to read them. When I try to change permissions for the hard drive on the laptop I'm told I can't do that because I don't have permission. As I said, I am the only user and the admin for both machines.
