I don't know why my settings appear to randomly change without my input, but I noticed that this "on my mac" folder appeared in my email sidebar, and I do not want it there. If I attempt to delete, I get a message suggesting that the entire account will be deleted rather than the "on my mac" draft folder. How do I delete this and prevent it from showing up ever again?
" On My Mac " is actually a Folder as per the Actual Name.

I have never changed these settings. In fact, I don't think I was even able to alter them, so what could have made this happen? Are you saying that if I check the box "store draft messages on the server" the "on my mac" will disappear?
It's in your user Library/Mail/V9/ in a folder with a unique id as name. You'll have to look inside to determine which folder is the "On My Mac" folder. You can delete it there, but that probably won't stop it from returning, but worth a try.
So are you telling me that after owning a macbook for over 10 years without this issue that there is simply no solution, and I cannot remove an unwanted mailbox? Will my macbook simply start to create new mailboxes on a regular basis?
You should check the box to store the messages on the server.
Delete the folder in the Finder.
Then, try to delete the mailbox in Mail.
And, yes, I may not have a solution, and others may not have a solution, and maybe there is no solution.
On the same row as the On my Mac text appears, and to the far right, there is a roll-over control in the form of a >. Click the > and the On My Mac content will collapse and you will be left with just On My Mac and a counter. You do not want to remove this On My Mac Mail folder.

It looks like the Mailbox Behaviors for that account were changed to store drafts on the local Mac and not on the server.
Mail Preferences > Accounts > Mailbox Behaviors.
You may be able to delete it, now.
If not, whatever caused it to become deselected may be causing the other issues.
After deleting it, it simply reappears. Is there not an easy way to locate this "local" mailbox to delete it permanently?
