Why did this "on my mac" folder randomly appear and how to I remove it

I don't know why my settings appear to randomly change without my input, but I noticed that this "on my mac" folder appeared in my email sidebar, and I do not want it there. If I attempt to delete, I get a message suggesting that the entire account will be deleted rather than the "on my mac" draft folder. How do I delete this and prevent it from showing up ever again?

" On My Mac " is actually a Folder as per the Actual Name.

A Folder residing On the Internal Drive of the Computer that is separate from an POP or IMAP folders associate with your e-mail Servers and accounts

Even though one can Add and remove Favourite Folders in Apple Mail - am not certain I would attempt to remove this folder

Use favorite mailboxes in Mail on Mac
