I am using an iPhone 7+ I had a sim card from AT&T and now am in Italy for a year and put in a sim card from a carrier here called Vodafone. Neither they nor the Apple store can help me. It says SIM LOCKED. What has happened?

iPhone 7 Plus, iOS 15

SIM "locked" or "not supported"?

Should be the former, you might need to unlock it using its PUK code (Vodafone has that code).

Should be the latter, your iPhone could be locked to AT&T, and you need to contact and ask them to unlock it, if you're eligible. See also this support article about that:--> How to unlock your iPhone for use with a different carrier - Apple Support

If you're talking about "activation lock", that's a totally different problem.
