iPhone 13 disconnection from WIFI

Since the last update, and ONLY since the last update, my IPhone disconnects the WI-FI when the phone is in standby mode. This mean all the background apps like Ring and ADT use cell data. Others have complained and the experts keep spouting the same “solutions”. They do not listen to our comments that we have tried restarting the phone, forgetting and reloading out WIFIs, etc. How do we get Apple to give us the option to leave the WI-FI on at all times?
