In my iPhone storage section I have 15 GB of voice memo data which I am not able to delete, has anyone experienced something similar?

It appears the Voice Memos may actually be part of your iCloud data. Have a look here: Make a recording in Voice Memos on iPhone
"If Voice Memos is turned on in iCloud settings or preferences, your recording is saved in iCloud and appears automatically on all your devices where you’re signed in with the same Apple ID."
- Is Voice Memos switched on in Settings > [Your Name] > iCloud?
- Are any Voice Memos available to delete within the app?
Low Power Mode also seems to be preventing syncing of your iCloud Photos. It may also be preventing the syncing of Voice Memos. You can gain space back by switching Low Power Mode off and allowing iCloud Photos to sync: Use Low Power Mode to save battery life on your iPhone or iPad.
