I have a problem in Voice memo it took a lot of storage like approximately half the storage (61GB) while there is nothing recorded why? And even though I tried to delete it and the same problem doesn’t solved it shows that it took also about 61GN

These gigabytes are in the cloud, not your iPhone. Delete the app and take the necessary steps to remove the data from the cloud.
One way is likely Settings > [your Apple ID] > iCloud > Manage Account Storage
