Some websites can't be reached: IPv4 address not assigned, due to Private Wi-Fi Address flakiness

Sometimes some websites (support.apple.com, washingtonpost.com) can't be reached when others can (apple.com, nytimes.com). iPhone 12, iOS 15.6. The problem seems to be that the iPhone is not accepting IPv4 address assignement from the WiFi router. iPad mini, iPadOS 15.6 does not demonstrate this problem.

Disabling "Private Wi-Fi Address" overcomes the problem, and IPv4 addresses get assigned. When the problem occurs, I can flip "Private WiFi Address" on and off, and IPv4 addresses get removed and

come back.

Sometime later (no known change), the problem clears, and IPv4 address and DNS get

assigned, all websites are reachable, regardless of  "Private WiFi Address" setting.

I had earlier done these steps to resolve the problem, with

no effect: power cycled iPhone 12 iOS 15.6, Forgot WiFi network and rejoined,

went into phone reset and reset all network settings. All websites were reachable via cellular data when WiFi disabled.

Case opened with Apple Senior Advisor yesterday.

My iPhone 12 with iOS 15.6 has no such ability. It has Apple ID > iCloud > Private Relay (Beta) Upgrade.

When clicked, I cannot turn off Private Relay, no such option. I can only upgrade to iCloud+

You might think that means I don't have Private Relay on, but clicking on "i" for my WiFi network, then "Configure DNS", brings up this message proving I do indeed have Private Relay on (and no setting to disable it in general):

“DNS requests are being routed by iCloud Private Relay for

this Wi-Fi network. Turn off Private Relay to manually configure DNS settings."

I can disable "Limit IP Address Tracking" which apparently turns of Private Relay for that one particular WiFi network (as the message no longer appears in "Configure DNS". But it has to be disabled on each network.

Great that it is working now! However, these two following features may help you narrow down the issue and resolve it in future.

Open the Settings app, then tap Wi-Fi. Tap the information button next to a network.Tap to turn Private Address on or off.

Use private Wi-Fi addresses on iPhone, iPad, iPod touch, and ...

Turn on Private Relay to protect your IP address and browsing activity in Safari: On your iPhone, iPad, or iPod touch, go to Settings > [your name] > iCloud > Private Relay. On your Mac, choose Apple menu  > System Preferences, then click Apple ID. Select iCloud > Private Relay. About iCloud Private Relay - Apple Support (IN)

Update: Solid failure for two hours.

This morning (8/13/22) I have struggled for two hours to get the iPhone 12, iOS 15.6 to get an IPv4 address.

Yesterday's magic of disabling "Private WiFi Address" no longer works.

Now disabling "Private WiFi Address", as well as disabling "Limit IP Tracking", forgetting the WiFi network, rebooting the phone, does not solve the problem. The iPhone still fails to get an IPv4 address, and thus can't access some websites.
