signed out of my iCloud account that was logged into my second phone that was full of my data so my dad could sign in. And it could sync his stuff so he could use his sign into apple to sign into an app in the phone. Then after we were done I signed him out and erased the phone, but now on his iPhone 13 Pro Max, anytime he says “call mom” to Siri it calls my mom instead of his. Is there a way to untangle our data?

I would restore his phone, as well, to make sure his device does not have any "residual" traces of your Apple ID on it.
Are you sure that you fully erased this iPhone? If you did, there shouldn't be any trace of your father's Apple ID on it, including anything that he set up with Siri.
Just to be sure, I suggest that you restore your iPhone to its factory defaults to make sure that it was completely erased.
