Pinch & Zoom Disabled in “Notes” App on

I just bought a 2022 iPad Pro M1 12.9” , but have noticed that I can no longer pinch and zoom in the NOTES app.

IMPORTANT: This is unrelated to the accessibility “Zoom” functionality. Within the Notes app, you used to be able to draw with an Apple Pen, then zoom in and draw/edit in great detail. Now, it’s just 100% full-screen view with zero ability to pinch and zoom-in.

So… WTH Apple?! Does anyone have a work-around fix or solution? (NOTE: Please don’t explain the accessibility zoom to me, this is different) or does Apple have some explanation for deleting this functionality?
