I just bought an iPhone SE third generation directly from Apple for my daughter. I set her up on family sharing. I set up screen time. I have set it up through my phone I have set it up through her phone and an hour later it’s off and she swears she has not touched it. This is her very first phone I am trusting that she’s telling me the truth. Is there some other reason why it just won’t take? We both have the same operating system.

Assuming it is set up correctly in the first place, either you did not use a password or she knows your password. Try changing it to one she will not guess.
