I recently switched my daughter to a different cell phone company and bought her an iPhone XR. Now my screen time is no longer able to control her use. Is it that we are with 2 different companies or is there another reason? She doesn’t have data so it shouldn’t matter anyway.

ScreenTime doesn't have anything to do with what cellular carrier you're using.
The fact that she doesn't data is the problem.
I should mention that her screen time was working fine without data before I signed her up with a different provider
