Does screen time still work if you have different providers?

I recently switched my daughter to a different cell phone company and bought her an iPhone XR. Now my screen time is no longer able to control her use. Is it that we are with 2 different companies or is there another reason? She doesn’t have data so it shouldn’t matter anyway.

Yes it will. I have two different carrier service providers on my device with Screen Time working
