Why doesn’t Apple take the money from my Apple Account then charge my card? It keeps declining this way.

So I already had a purchase of 13.13 I couldn’t get because I was low on money. So I added 10$ to my apple account to get it to shorten to 3.13. Why doesn’t it do that like that? And why does it charge my card first.

And why does it charge my card first.

When redeeming a gift card, the amount will be credited to your (1) Apple ID balance and (2) you need to set your Apple ID balance as your default payment.

If you update your payment method or add funds to your Apple ID balance, It would take about 1 to 3 business days in order to process.
