What do I need to do to install Safari when I keep getting "This copy of the Install macOS Monterey application is damaged, and can‘t be used to install macOS?"

The reason you are unable to install Monterey is because the file is damaged, just as the message said. Move the installation file to the Trash and empty it. Then do another download. This time connect directly to your modem using an Ethernet cable and do not use Wi-Fi. It is just too slow for these very downloads and corruption almost always occurs. The download typically should not take more than an hour with the installation taking around 45 minutes, more or less, with several automatic restarts.
