My phone's mute button is on, I've muted it through the Control Center, and the volume is turned all the way down but I'm still hearing notifications when I receive a text. How is this possible and how do I fix it?

Frankly, it's a feature I hate (and I don't think it always was that way).
You might also want to check to see if any of the people who are overriding mute have "Emergency Bypass" set up in their contact. That feature looks as if it's slowly being superseded by Focus but it's still there.
Are the texts you're getting notifications for coming from people you have in Favorites? If so, that will override the mute switch.

There is no mute in the control center, use the side control and flip the switch to silent/vibrate.
