Why can’t I send or receive SMS messages on my iPad messages?

No iPad has the hardware radio to send and receive SMS/MMS messages directly. If you also have an iPhone on the same Apple ID, you can use it to relay messages between Apple's proprietary iMessage system and the SMS/MMS system. This is enabled on the iPhone in Settings > Messages > Text Message Forwarding -- enable the line for your iPad.
